David is a former senior civil servant with experience in policy formation, in technical roles (the interpretation and application of legislation), in operations management and change management. After leaving government in 2006, he completed a PhD at Cranfield University. His thesis on the impact of regulation on the UK retail pensions market won the Cranfield School of Management prize for the best doctoral thesis of 2009. David's primary research interests are in financial services, including the regulation of financial institutions and the relationship between regulation and corporate responsibility. He is also interested in demographic change, particularly the implications for pension provision and public services. David is now a freelance consultant working in the public and charitable sectors, applying the experience and expertise gained during his career in the civil service and from his research work.
