A feasibility study was completed for the Bureau for Laboratory Services (BLS) at Philadelphia Water Department (part of the City of Philadelphia) to evaluate the practicalities of ‘rolling out’ a risk management capability more widely in the utility. Widely-respected internally and with a highly engaged staff, BLS engaged Cranfield University to examine which risk tools and techniques would best apply to their business; work up examples and simple ‘fact sheets’ for operational staff; and then explore the wider internal debate on who might best champion risk management efforts, in the light of the progress already made.

Cranfield supported this study through a 6-month appointment placed at the utility with research and consulting support from the UK. A highly successful exercise with staged reporting to operational leads and presentations to executive audiences, the pilot has formed the basis for ongoing efforts within the corporate and strategic planning function of the utility.
