Course overview

This module introduces participants to the theory and practice of financing & management approaches in supplying water and sanitation, focussing upon the role of cost-reflective pricing in the context of ‘tariffs, taxes and transfers’, including targeted subsidies, to ensure financial and service sustainability for all. There is a strong emphasis on understanding costs through conventional accounting approaches to support transparency and participation. Appropriate governance structures, particularly the role public, private and community management systems along with economic regulation, to support viable public private community partnerships for universal service, are also investigated.

  • Decision-making for financial management: The Waterman Simulation

 

On successful completion of this module the delegate will be able to:

  1. Understand the economic and social drivers for the effective, equitable & efficient management of water and sanitation.
  2. Analyse and understand the meaning of a set of water company financial statements in order to calculate an average tariff.
  3. Understand the principles of cost-reflective pricing based on historical costs as well as long run marginal costing, with respect to capital expenditure, operating expenditure, capital maintenance expenditure and the cost of capital.
  4. Understand tariff structures linked to differentiated service levels with appropriate subsidies.
  5. Recognise the various sources of finance (Three ‘T’s).
  6. Explain the different institutional models of urban water supply and sanitation service, understanding strengths and weaknesses to achieve customer-oriented universal service.
  7. Understand the different patterns of public private partnerships and recommend a PPCP for different settings.
